Defence Tech Companies in Romania

Romania has spent above NATO's 2 per cent of GDP threshold for nine consecutive years, with planned defence investment exceeding €8 billion in 2025 covering armoured vehicles, C4I systems and air defence. Its position on NATO's eastern flank, bordering Ukraine and the Black Sea, has made it a priority location for allied infrastructure investment. On the industrial side, state-owned ROMARM is partnering with Rheinmetall on a €400 million artillery ammunition plant, while Elbit Systems and General Dynamics are both pursuing local production arrangements under Romania's offset-focused procurement strategy.
